DOE requires the disclosure of information related to potential conflicts of interest and commitment from applicants and recipients of DOE funding.
Current and pending support is used to identify potential duplication, overcommitment, potential conflicts of interest or commitment, and all other sources of support. DOE assesses the capacity or any conflicts of commitment that may impact the individual’s ability to carry out the project effort as proposed. The information also helps assess any potential scientific, technical and/or budgetary overlap/duplication with the project being proposed.
The biographical sketch is used to assess how well qualified the individual, team, or organization is to conduct the proposed activities. It also identifies an individual’s positions and appointments, both domestic and foreign, including affiliations with foreign entities or governments.
Together, the current and pending support disclosures and biographical sketch must include a list of all sponsored activities, awards, and appointments, whether paid or unpaid; provided as a gift with terms or conditions or provided as a gift without terms or conditions; full-time, part-time, or voluntary; faculty, visiting, adjunct, or honorary; cash or in-kind; foreign or domestic; governmental or private-sector; directly supporting the individual’s research or indirectly supporting the individual by supporting students, research staff, space, equipment, or other research expenses. All connections with malign foreign talent recruitment programs must be identified.
DOE reviews the initial current and pending support and biographical sketch at application, as well as during the project if there are changes to the disclosures previously submitted to DOE.
