HUD created the Energy and Performance
Information Center (“EPIC”) data system to track the amount and
types of Energy Efficiency Measures (EEMs) being implemented within
Public Housing units.
1. The number of annual Capital
Fund grantees has been reduced from 3,150 to 2,950 mainly due
Rental Assistance Demonstration (RAD) program conversions. RAD
allows PHAs to convert their units from Public Housing units under
an Annual Contribution Contract with Section 9 subsidy to
project-based Section 8. This reduced hours from the collection 600
hours. 2. The energy conservation reporting was reduced from
quarterly to annually. This reduced 28,350 hours from the
collection.
