AGENCY:

In compliance with the
Paperwork Reduction Act of 1995, the
Office of Surface Mining Reclamation
and Enforcement (OSM) is announcing
its intention to request approval for the
collection of information for its
Subsidence insurance program grants.
This collection request has been
forwarded to the Office of Management
and Budget (OMB) for review and
comment. The information collection
request describes the nature of the
information collection and the expected
burden and cost.
DATES: OMB has up to 60 days to
approve or disapprove the information
collections but may respond after 30
days. Therefore, public comments
should be submitted to OMB by October
29, 2014, in order to be assured of
consideration.

SUPPLEMENTARY INFORMATION: The Office
of Management and Budget (OMB)
regulations at 5 CFR part 1320, which
implement provisions of the Paperwork
Reduction Act of 1995 (Pub. L. 104–13),
require that interested members of the
public and affected agencies have an
opportunity to comment on information
collection and recordkeeping activities
[see 5 CFR 1320.8(d)]. OSM has
submitted a request to OMB to renew its
approval of the collection of information
contained in 30 CFR 887—Subsidence
insurance program grants. OSM is
requesting a 3-year term of approval for
each information collection activity.
An agency may not conduct or
sponsor, and a person is not required to
respond to, a collection of information
unless it displays a currently valid OMB
control number. The OMB control
number for this collection is 1029–0107
and is codified at 30 CFR 887.10.
Regulatory authorities are required to
respond to this collection to obtain a
benefit.
As required under 5 CFR 1320.8(d), a
Federal Register notice soliciting
comments on this collection of
information was published on June 24,
2014 (79 FR 35793). No comments were
received. This notice provides the
public with an additional 30 days in
which to comment on the following
information collection activity:
Title: 30 CFR 887—Subsidence
insurance program grants.
OMB Control Number: 1029–0107.
Summary: States and Indian tribes
having an approved reclamation plan
may establish, administer and operate
self-sustaining State and Indian Tribeadministered programs to insure private
property against damages caused by
land subsidence resulting from
underground mining. States and Indian
tribes interested in requesting monies
for their insurance programs would
apply to the Director of OSM.

Investigation

by reason of infringement of certain
claims of U.S. Patent No. 7,525,761
(‘‘the ‘761 patent’’); U.S. Patent No.
7,948,705 (‘‘the ‘705 patent’’); U.S.
Patent No. 8,254,052 (‘‘the ‘052 patent’’);
U.S. Patent No. 8,437,103 (‘‘the ‘103
patent’’); and U.S. Patent No. 8,542,457
(‘‘the ‘457 patent’’). The complaint
further alleges that an industry in the
United States exists as required by
subsection (a)(2) of section 337.
The complainants request that the
Commission institute an investigation
and, after the investigation, issue a
limited exclusion order and cease and
desist orders.

Authority: The authority for institution of
this investigation is contained in section 337
of the Tariff Act of 1930, as amended, and
in section 210.10 of the Commission’s Rules
of Practice and Procedure, 19 CFR 210.10
(2014).

Notice is hereby given that a
complaint was filed with the U.S.
International Trade Commission on
August 22, 2014, under section 337 of
the Tariff Act of 1930, as amended, 19
U.S.C. 1337, on behalf of Advanced
Research Corporation of White Bear
Lake, Minnesota. A supplement to the
complaint was filed on September 8,
2014. The complaint alleges violations
of section 337 based upon the
importation into the United States, the
sale for importation, and the sale within
the United States after importation of
certain formatted magnetic data storage
tapes and cartridges containing the same

Scope of Investigation: Having
considered the complaint, the U.S.
International Trade Commission, on
September 23, 2014, ordered that—
(1) Pursuant to subsection (b) of
section 337 of the Tariff Act of 1930, as
amended, an investigation be instituted
to determine whether there is a
violation of subsection (a)(1)(B) of
section 337 in the importation into the
United States, the sale for importation,
or the sale within the United States after
importation of certain formatted
magnetic data storage tapes and
cartridges containing the same by reason
of infringement of one or more of claims
1–12 of the ‘761 patent; claims 1–5 and
9 of the ‘705 patent; claims 1, 2, 4–9,
