Comment Summary for the Proposed Information Collection Request; Qualification and
Certification of Electrical Training
30 CFR 75.153 lists the three requirements for a person to be qualified to perform electrical work (other than work on energized surface high-voltage lines) at underground coal mines: (1) the person is qualified to work as a coal mine electrician by a State that has a coal mine electrical qualification program approved by the Secretary; or (2) the person has at least one year of experience performing electrical work in a underground coal mine, in surface work areas of an underground coal mine, in a surface coal mine, noncoal mine, in the mine equipment manufacturing industry, or in any industry manufacturing or using similar equipment and has satisfactorily completed a coal mine electrical training program approved by the Secretary, or (3) the person has at least one year of experience in performing electrical work underground in a coal mine, in surface work areas of an underground coal mine, in a surface coal mine, noncoal mine, in the mine equipment manufacturing industry, or in any industry manufacturing or using similar equipment and attains a satisfactory grade on each of the series of five written tests (Direct current theory and application; Alternating current theory and application; Electric equipment and circuits; Permissibility of electric equipment; and Requirements of Subparts F through K of this Part 75), approved by the Secretary.

The commenter agrees with the proposed information collection; and agrees that it is important for MSHA to verify that electricians are properly trained. The commenter recommended that 30 CFR 75.153 and 30 CFR 77.103 should remain unchanged.
