Dear Ms. Salas:
As directed by the Commission's order on April 5, 2006, Equitrans refunded to
the applicable customers the amounts collected in excess of the settled rates in this
proceeding. Refund rates were calculated by applying the difference between billed
rates and settled rates for the applicable period. The refund rate wab applied to the
billing determinants and interest was accrued from the date payment was received until
refunds were issued. Interest on refunds was calculated in accordance with 18 CFR
154.501(d) and compounded quarterly. Equitrans has submitted four exhibits to this
refund report.
